This bill blocks the United States from using its regular UN funding contributions to pay for a specific African Union peacekeeping mission in Somalia called AUSSOM. Right now, the US contributes money to the UN's general budget, and some of that money goes toward supporting African Union-led peace operations in Somalia. This bill says that money can no longer be used for that purpose.

The bill doesn't stop all US support for Somalia or the African Union mission—it has several exceptions. The US can still use voluntary contributions (money specifically donated for this purpose), can still fund the separate UN Support Office in Somalia, and can still provide humanitarian aid through independent organizations. What the bill does restrict is using the automatic UN assessment payments (the money the US is required to pay as a UN member) for this particular mission.

Instead, the bill pushes the African Union and international community to find other ways to fund AUSSOM, like getting voluntary contributions from other countries. The bill also requires the State Department to report annually to Congress about how the African Union is meeting certain human rights and accountability standards, and to work with Congress on finding alternative funding sources for the mission.
