The Rural Recovery Act of 2025 creates a new federal program to help small rural towns rebuild after major disasters. When a disaster is officially declared by the President, rural communities with populations under 20,000 become eligible to receive free expert help navigating the recovery process. This isn't money for rebuilding—it's guidance and support to help communities figure out what they need, find funding sources, and apply for assistance from federal and state agencies. The program covers help with planning recovery efforts, preparing grant applications to agencies like FEMA and the Economic Development Administration, appealing denied applications, and managing funds once they're received. The technical assistance can address various recovery needs including fixing water systems, rebuilding housing, restoring power infrastructure, repairing roads and bridges, and rebuilding community facilities and local businesses. Rural communities can receive this help for up to three years after a disaster is declared, with the possibility of extending it for another three years if needed. The program will be run through the Department of Agriculture's rural development offices, which can either provide the assistance directly or contract with local nonprofits and public organizations to deliver it.
