The EACH Act of 2025 would require all federal health insurance programs and plans to cover abortion services without cost barriers. This includes Medicaid, Medicare, the Children's Health Insurance Program, military health coverage (TRICARE), Veterans Affairs, Indian Health Service, and federal employee health plans. Currently, a federal rule called the Hyde Amendment has banned federal funding for abortion since 1976, with only narrow exceptions for rape, incest, or when the pregnant person's life is in danger. This bill would eliminate that restriction.

In practical terms, if passed, people enrolled in Medicaid, Medicare, military health plans, and other federal programs would have their abortion services covered by their insurance, just like other medical procedures. The bill also makes clear that nothing in it prevents states or private insurers from offering even more comprehensive abortion coverage than what the federal programs would provide.
