# Ukraine Aid Oversight Act

This bill creates a system for Congress to monitor how U.S. money sent to Ukraine is being spent. Right now, the U.S. has provided billions of dollars in military and financial aid to Ukraine to help it defend against Russia's invasion, but there's limited formal oversight of where all that money goes and how it's used. This bill aims to fix that by requiring regular reports and checks to make sure the aid is actually reaching its intended purposes.

The bill would require the State Department and Department of Defense to provide detailed reports to Congress about how Ukraine is using American military equipment and funds. These reports would need to explain what weapons and supplies were delivered, whether Ukraine is using them as intended, and what happened to any equipment that went missing or was damaged. The administration would also have to track whether Ukraine is following U.S. rules about how the aid can be used, such as restrictions on using American weapons in certain ways. If there are problems—like equipment being diverted or misused—Congress would be notified so it can take action.

For everyday Americans, this matters because it's taxpayer money being spent overseas. The bill doesn't change how much aid goes to Ukraine or whether we send it at all; it just adds transparency and accountability to make sure that money is being used effectively and not wasted or stolen. It's similar to how Congress oversees spending on domestic programs—lawmakers want to know that their decisions about where to send American resources are actually working as intended. The bill essentially gives Congress better tools to answer the question: "Is this aid actually helping Ukraine win the war, or is something going wrong?"

Ukraine Aid Oversight Act The bill expands the duties and authorities of the Office of the Special Inspector General for Afghanistan Reconstruction to include oversight over aid to Ukraine. The bill also renames the office to the Office of the Special Inspector General for Afghanistan Reconstruction and Ukraine Aid. In addition to its existing duties relating to oversight of Afghanistan reconstruction activities, the renamed office's duties shall include (1) conducting and coordinating audits and investigations of the handing of funds made available for aid to Ukraine, and (2) monitoring and reviewing contracts and activities involving those funds. The Special Inspector General shall report directly to, and be under the general supervision of, the Secretary of State and Secretary of Defense. Federal agencies may not prevent the office from carrying out any audit or investigation related to aid to Ukraine. The office shall terminate on September 30, 2027.
