This bill updates and strengthens the United States' efforts to fight human trafficking around the world. It extends funding and programs that were set to expire, and makes several important changes to how the U.S. government addresses trafficking.

The bill requires the U.S. to be more aggressive in pressuring countries that aren't doing enough to stop trafficking. When the State Department identifies countries with serious trafficking problems, the U.S. will now push international development banks to include anti-trafficking protections in any projects they fund in those countries. If a country isn't making real progress against trafficking, the U.S. can cut off most foreign aid and vote against loans from organizations like the World Bank—though humanitarian aid and disaster relief can still continue. The bill also clarifies what types of aid can still be provided to countries with poor trafficking records, including food assistance, refugee help, and programs run by non-governmental organizations.

The bill creates new protections for domestic workers employed by foreign diplomats and international organization staff in the United States. These workers, who often face exploitation, will now be registered with the government, informed of their rights, and given information about how to report abuse. Foreign embassies and organizations must also report what they're paying these workers. Additionally, the bill increases funding for anti-trafficking programs from about $65 million to $102.5 million over five years, and extends several existing anti-trafficking initiatives. Congress will receive regular briefings on which countries are improving or worsening on trafficking issues, and the State Department must explain any decisions to waive sanctions against countries with trafficking problems.
