Here's how it works: Companies can apply to the Office of Science and Technology Policy for a waiver from certain regulations for up to 2 years. They have to explain what AI product or service they want to test, why they need regulatory relief, and how they'll protect consumers from harm. Government agencies review these applications to make sure the AI won't cause health and safety problems, economic damage, or unfair practices. If approved, the company gets a written agreement spelling out exactly what rules don't apply and what safeguards they must follow. Companies must report any incidents that harm consumers within 72 hours and regularly submit progress reports.

The program is designed to encourage AI innovation and job creation in the United States while keeping consumers safe. Companies still can't ignore laws completely—they must disclose to consumers that they're testing an AI product, can't claim immunity from lawsuits, and have to follow all other regulations not covered by their waiver. The program lasts for 12 years, and Congress can use a special process to permanently change or eliminate regulations that prove safe based on what companies learn during their testing periods.
