The bill guarantees Social Security has permanent funding for its operations starting in 2026, equal to 1.2% of benefit payments. It also requires the agency to maintain all its field offices and hearing centers that existed on January 1, 2025, improve phone wait times within a year, keep staffing levels from dropping, and create online options for applying for benefits. Additionally, the bill creates new leadership positions focused on civil rights, modernization, and fraud prevention within Social Security.

Finally, the bill invests $2 billion over ten years to reduce backlogs in disability claims, increase awareness of benefits for families with disabled children, modernize technology, and expand online services. It also funds community organizations and advocacy groups to help people with disabilities navigate the application and appeals process for Social Security benefits.
