The Pipeline to Service Act is designed to help recent college graduates find jobs in the federal government. The bill creates a new recruitment program where the Office of Personnel Management will partner with colleges and universities to teach students about federal careers, help them prepare applications, and connect them with job opportunities on the government's job website. The program will focus on recruiting from schools that historically haven't had many students enter federal service, including community colleges, minority-serving institutions, and land-grant universities.

The bill also requires that federal interns be paid at least $15 per hour, with this minimum wage automatically increasing each year based on inflation. Additionally, interns who aren't part of the existing Pathways Program will now have the opportunity to convert directly into permanent federal jobs without having to compete through the normal hiring process. The bill establishes a separate Presidential Management Fellows Program (called the TALENTS Act) that creates a structured pathway for recent graduates with advanced degrees to enter federal service. Finally, the government must publish annual reports showing demographic information about interns and program participants to track diversity and ensure the program is reaching underrepresented communities.
