Companies would also have to pay H-1B workers the same wage as any American worker doing the same job at that company over the past two years, whichever is higher. Additionally, if a company wants to send an H-1B worker to work at a client's office rather than the company's own office, the visa would only last one year instead of the usual three years, and the assignment must be specific and guaranteed for the entire period.

The bill also changes how H-1B visas are approved during each year—instead of a lottery system, visas would go to companies offering the highest wages first. Overall, the bill is designed to make hiring foreign workers much more expensive and complicated, with the goal of encouraging companies to hire American workers instead.
