The Safer Supervision Act of 2025 makes significant changes to how federal courts handle supervised release—the period when someone is monitored after leaving prison. Currently, judges often impose supervised release automatically, but this bill requires judges to make individualized decisions about whether supervision is actually needed for each person, considering factors like the nature of their crime and their likelihood to reoffend. The bill also makes it much easier for people to get off supervised release early if they're doing well. After serving either one year or 50% of their sentence (whichever is less), people can request early termination. There's a presumption that early termination should be granted if the person has followed the rules, behaved well, and poses no public safety risk—though prosecutors can object. The bill removes a requirement that people show "extraordinary conduct" to qualify. The changes aim to reduce the caseload burden on federal probation officers, who currently manage over 100 cases each, while still protecting public safety and encouraging rehabilitation. The bill also directs the government to study federal reentry services and to develop a pay proposal for probation officers comparable to criminal investigators. Additionally, it allows prisoners who weren't sentenced to supervised release to use earned time credits to be released up to 12 months earlier.
