This bill creates a new grant program to help states, Native American tribes, and tribal organizations develop comprehensive long-term plans for supporting older adults and people with disabilities. The federal government will award up to 65 grants (with at least 10 reserved for tribal nations) of up to $500,000 each to eligible entities that create what's called a "Multisector Plan for Aging and Aging with a Disability." These plans bring together diverse groups—including older adults, caregivers, disability advocates, healthcare providers, local government officials, and community organizations—to work across different government agencies and sectors to improve services and quality of life for seniors and people with disabilities. Each plan must address at least 10 key aging issues, including housing, healthcare, food security, transportation, disaster preparedness, elder abuse prevention, and social connection. The plans are meant to be comprehensive, forward-thinking documents that guide policy and funding decisions for at least 10 years. Grantees must complete their plans within 2 years and submit progress reports every two years. The federal government will provide technical assistance to help states and tribes succeed, and Congress is authorizing $6.5 million per year from 2026 through 2030 to fund this program.
