This bill creates a coordinated national effort to fight scams across the federal government. Right now, at least 13 different federal agencies are working on scam prevention independently, without talking to each other much. The bill fixes this by having the FBI lead a working group that brings together all these agencies—including the FTC, Consumer Financial Protection Bureau, Secret Service, and others—to create one unified National Strategy for Combating Scams.

The strategy will tackle the real problem: Americans are losing billions of dollars to scams. In 2024 alone, people reported losing over $12 billion, with about 141 million adults saying they've been victimized. The problem is getting worse, especially with criminals now using AI-generated deepfakes to trick people. The bill recognizes that older adults and people with disabilities are particularly vulnerable.

The working group will develop a comprehensive plan that includes getting input from scam survivors, older adults, law enforcement, banks, tech companies, and other organizations. They'll create a common definition of what counts as a scam, figure out how to better track and report scams, improve how federal agencies share information, and coordinate with state and local governments. The strategy will also look at how to help victims recover their money and work with other countries to stop scams coming from abroad.
