The Domestic Workers Bill of Rights Act aims to give millions of home care workers, nannies, housekeepers, and personal care aides the same basic labor protections that most other American workers already have. Right now, about 2.2 million domestic workers—mostly women, women of color, and immigrants—are excluded from many federal labor laws, leaving them vulnerable to low pay, long hours without breaks, unsafe conditions, and little recourse when problems arise.

The bill requires employers to give domestic workers written contracts that clearly explain their job duties, pay rates, work schedules, and company policies in plain language. It guarantees live-in domestic workers the right to make phone calls and use the internet without employer interference, and requires employers to give them 30 days' notice or severance pay if they're fired. The bill also ensures domestic workers get paid for overtime, have access to meal and rest breaks, and receive at least 72 hours' notice before their work schedule changes—protections that currently don't apply to most of them.

Additionally, the law extends civil rights protections to domestic workers so they can't be discriminated against based on race, gender, or other protected characteristics. It prevents employers from forcing workers to sign away their legal rights through arbitration clauses or non-compete agreements. For families and seniors who rely on domestic workers for care, this bill aims to improve job quality and reduce turnover, which means more stable, consistent care. The changes take effect gradually, with employers having up to 180 days to comply with the new requirements.
