This bill would ban Members of Congress, their spouses, and their dependent children from owning or trading individual stocks, commodities, futures, and other similar investments while they serve in office. The goal is to prevent conflicts of interest and restore public trust in Congress by eliminating the appearance that lawmakers might make decisions based on their personal financial interests rather than what's best for their constituents.

The ban has some important exceptions. It doesn't apply to widely diversified investment funds like mutual funds or index funds, U.S. Treasury bonds, state and municipal bonds, small business interests, or real estate held as a personal residence. Spouses and dependent children can still trade these investments if it's part of their regular job. The bill also allows for family trusts under certain conditions, and gives people time to sell off prohibited investments they already own.

If someone violates these rules, they face penalties including a 10% fee on the value of the prohibited investment and must give back any profits made from illegal trades. These penalties go to the U.S. Treasury, and importantly, Members of Congress cannot use their official office budgets or campaign funds to pay these fines. The ethics offices will publicly report all fines and the reasons for them.
