This bill sets strict rules for how federal immigration officers can use force when enforcing immigration laws. It requires officers to try de-escalating situations first and only use force when there's no other safe way to handle the situation. The amount of force used must match the level of threat they're facing. Officers must also step in if they see a colleague using excessive force and report it to their supervisors or the Department of Homeland Security's Inspector General.

The bill adds several practical requirements to increase accountability. All immigration officers must wear clear identification showing their agency name unless they get written permission from a supervisor not to (for national security or safety reasons). Officers are banned from wearing masks without supervisor approval. They cannot use flashbangs, rubber bullets, pepper balls, or tear gas unless they've been trained and certified for these tools and have a supervisor-approved plan explaining why they need them.

Every immigration enforcement operation must be recorded using body cameras and dashboard cameras, with footage kept for at least one year (or three years if force was used or a complaint was filed). Officers must receive annual training on proper use of force, de-escalation techniques, and constitutional protections for protesters and journalists. The bill also requires the Department of Homeland Security to create searchable databases tracking all use-of-force incidents, significant operational events, and civil rights complaints, with reports submitted to Congress every six months.
