The law recognizes that millions of Americans travel to Mexico each year for tourism, work, and family visits, and that when serious crimes occur—like murders, kidnappings, or cartel violence—the investigation and justice process can be slow and incomplete due to poor coordination between U.S. and Mexican authorities.

The bill directs the Secretary of State and Attorney General to work with Mexico to establish a formal "rapid response protocol"—essentially a detailed agreement about how the two countries will work together on these cases. This protocol would include things like: setting up quick notification systems when a crime occurs, creating secure communication channels between law enforcement in both countries, protecting crime scenes and evidence, sharing investigative information, coordinating extraditions, and designating specific officials in each country responsible for handling these cases. The protocol would also include a point of contact in the U.S. government to keep victims' families informed about what's happening with their case.

The bill doesn't force Mexico to change its laws or give up any sovereignty—it's simply asking for better coordination and communication. The State Department must report to Congress every six months on progress toward establishing this protocol, and then annually after it's in place, explaining what's working and what could be improved.
