The START Act streamlines how apprenticeship programs get registered and approved across the country. Right now, the process for getting a new apprenticeship program approved can be slow and confusing, with different states handling things differently. This bill creates clearer timelines and standards so that employers, labor organizations, and training providers know exactly what to expect.

The bill sets a 90-day deadline for the federal government or state agencies to approve complete apprenticeship program applications, and a 30-day deadline to give feedback on incomplete applications so sponsors can fix problems quickly. It also requires states to publicly post their approval timelines and be transparent about how long approvals actually take. If a state is slow at approving programs, it could lose some of its federal grant funding.

The bill also creates a new grant program that gives states $150 million per year (starting in 2027) to support apprenticeships. States can use this money to help employers start apprenticeship programs, train apprentices, advertise apprenticeships to workers, and offer financial incentives to companies. States have to match at least half of what the federal government gives them. Additionally, the bill requires states to post their apprenticeship standards online so everyone can see wage requirements, safety rules, and how to document training properly.
