The company also has to show that the AI project would help consumers, improve efficiency, won't create financial system risks, and won't threaten national security. The regulatory agency has 90 days to approve or deny the application, and if they don't decide by then, it automatically gets approved.

Once approved, the company gets a temporary pass to operate under its alternative approach instead of the normal rules—but only for that specific AI test project and only until the agreed-upon end date. The regulators can still shut down a project if it becomes dangerous or involves fraud. This gives financial companies room to innovate with AI while still maintaining oversight, and it requires agencies to report back to Congress annually on how these experiments are working out.
