The bill is flexible—it lets states and local governments use their own existing security rules if they're strong enough (at least 50% of the contract value). If a state or local area doesn't have these rules, or if their rules aren't strong enough, then the federal government will require contractors to get performance bonds, which are like insurance policies that guarantee the work gets done and bills get paid. This protects both the workers and subcontractors doing the actual work, and it protects taxpayers by making sure their money isn't wasted on incomplete or abandoned projects.
