In court, the government has to prove the firearm isn't suitable for sporting use. If the court sides with the importer, the government must pay their legal fees. The bill also prevents the government from blocking firearms that are substantially similar to ones already being sold in America, though the government gets to define what "substantially similar" means after consulting with hunting groups, shooting organizations, and firearms industry representatives.
