This bill, called the Protecting Americans' Retirement Savings Act (PARSA), prevents retirement plans from investing in companies and countries that the U.S. government considers threats or has sanctioned. Basically, if you have a 401(k), pension, or other retirement account managed by a fiduciary (the person or company responsible for managing your money), they can't put your retirement savings into investments connected to hostile foreign governments, their military companies, or businesses on U.S. government blacklists.

The bill covers a wide range of prohibited activities—retirement plans can't buy stock in these entities, lend them money, provide them services, or share participant data with them. The government maintains several official lists of sanctioned companies, including Chinese military companies, entities involved in forced labor in Xinjiang, and companies flagged by the Commerce Department for national security reasons. If your retirement plan already owns investments in these entities before this law takes effect, they're allowed to keep them temporarily, but they must disclose what they're holding and why.

Retirement plan managers will have to provide detailed reports showing what sanctioned or foreign adversary investments they hold, how much they're worth, and the reasoning behind keeping them. The government has one year from when the law passes to write the detailed rules for how this will work. Essentially, this bill aims to make sure your retirement savings aren't funding companies or governments that the U.S. considers national security threats.
