The HELPER Act creates a new mortgage insurance program specifically designed to help first responders buy homes. First responders include police officers, firefighters, paramedics, emergency medical technicians, and full-time teachers at public or private K-12 schools. The program allows these workers to buy a home with zero down payment—meaning they don't need to save up a lump sum to purchase a house. Instead of requiring a traditional down payment, the Federal Housing Administration (FHA) will insure the entire mortgage, protecting the lender if the borrower defaults. The program is limited to first-time homebuyers who have worked in their field for at least 4 of the past 5 years (or were forced to leave due to a work-related disability), are in good standing with their employer, and intend to continue working as a first responder for at least one more year. Borrowers must also complete a housing counseling program before getting approved. Rather than paying monthly insurance premiums like traditional FHA loans, borrowers under this program pay a one-time upfront insurance premium when they close on the loan, which the Secretary can adjust based on how well the program performs. This program aims to make homeownership more accessible to essential workers who often struggle to save for down payments despite stable employment.
