However, this is just a proposal for a constitutional amendment, not a law. For it to actually take effect, it would need to pass both the House and Senate with two-thirds majorities, then be ratified by three-fourths of the states (38 out of 50). That's a very high bar, and constitutional amendments rarely happen. This proposal has been introduced many times over the years but has never come close to passing. People who support it argue it's more democratic because every vote would count equally. People who oppose it worry it could reduce the influence of smaller states and rural areas in presidential elections.
